Resolving Contested Draft Picks

We resolve in order of the count of teams selecting a player - starting with the ones picked most often.

Jeremy Hellickson – was selected by 14 teams

At the start, tiebreakers 1-4 really aren't applicable, so we go to player ranking, and Waseca ranked Hellickson the highest and gets him.

Next, Chris Sale was selected by 13 teams

Waseca is out of the running because they have less salary cap available than all other teams.  Of the rest, Stillwater has the highest rank put on Sale and that's where he goes.

Two players were selected by 12 teams - We resolve in descending order of salary.

Nebraska gets him due to the highest rank
